How should private market beta be calibrated?

TCBV treats beta as a governed parameter. The preferred evidence hierarchy is asset-level history, portfolio-level history, broader private-market evidence, and then an approved fallback when observations are insufficient.
Each beta decision should preserve the selected proxy, data window, diagnostic evidence, fallback rationale if used, and the rule that recalibration applies prospectively.
